Chairman's Announcements

 

The Chairman welcomed the Honorary Aldermen and members of the public and press who were present.

 

The Chairman informed Members of the usual arrangements for the meeting.

 

The Chairman informed Members that Item 9 had been included in the agenda for the meeting in error, having previously been approved at the County Council meeting on 18 May 2022.  As such, it would not be discussed today.

 

The death of former County Councillor Ralph Andrew was noted.  Ralph was a county councillor from 1985 to 1993.

 

The death of former County Councillor Pat Marsburg was noted.  Pat was a county councillor from 2005 to 2013 and also a Scarborough Borough Councillor and Mayor.

 

A minute’s silence was held in memory of both former county councillors.

 

Barry Khan, Assistant Chief Executive (Legal and Democratic Services), gave an overview of the way in which the Council’s Constitution specifies how Notices of Motion are dealt with.  This related to Item 12 on the agenda.

 

The Chairman informed Members that she was minded to refer the two Motions, as outlined in Item 12 on the agenda, to the Executive for consideration and then referral back to the meeting of the County Council on 16 November 2022.

 

County Councillor Andy Brown proposed a motion that the matter being debated at the meeting of the County Council, rather than being referred to the Executive and then considered by Council at a later date.

 

County Councillor Gareth Dadd spoke against the motion.

 

A named vote was taken by roll call and the motion declared defeated with 22 for, 53 against and 5 abstentions, as follows:

Council Tax Discounts and Premiums Policy

That the proposed Policies for the North Yorkshire Council’s Council Tax discounts, premiums and additional revenue from 1 April 2023 be adopted.
